ok get your new document whateva your sig size is in this 1 im useing 300x100

1.click D to rest your colors then chose a light blue i chose a hex of 04CDEB

2.edit fill background color so your background is white

3.now take out your gradient tool then click on radial

5.put your mode to darken

6.just pull the gradient tool and click around a bit be careful not to make the orpbs to big and leaveing abloot half out your sig free

7.filter>artistic>plastic wrap

now after a bit of work on your sig ,tech brushes,ctrl+u,ctrl+b and so on and you should have something like this

I got it all up the the plastic wrap step. Could you go into greater deatil as to how to use this tool? All i came up with was blue blobs accomponied with silver
